1.have gone,是现在完成时，表示动作，从动作上描述人或车等“走了，去了，离开了”等表示到某地去了，现在还没有回来,可能在去的途中或已经到了目的地，强调说话的当时去某地的人不在场，如：
—Tom, is that our head teacher Miss Chen over there?
—It can't be her. She has gone to Beijing for a meeting.
汤姆，那边的是我们校长陈女士吗？
不可能是她，她已经去了北京。

他到上海去了（言下之意是他现在不在这里，可能是在去上海的路上，也可能已经在上海了）。
I haven't seen Tony for a few days. He has gone to Shanghai.
我好几天没见到唐尼了。他去上海了。
Has she gone to Paris on business or for pleasure ?
她到巴黎是办公事还是游玩去了?
说明：
have gone to表示去了某地（未回）, 可能在途中或已经到了目的地
have been to表示去过某地（已回）或者已经不在那儿了。
have/has been in：在某地 (现在所待的地方)
