BEIJING, November 4 (TMTPOST) — Shanghai is going to establish and improve the city's unified public service platform for housing leasing and encourage lessors and lessees to sign housing leasing contracts online through the platform, according to an official document issued by the General Office of the Standing Committee of the Shanghai Municipal People's Congress on Thursday.
The housing leasing platform covers housing rental and tenancy, housing leasing operations, and subsidized rental housing.
The document requires rental enterprises and real estate brokers to sign online and register their transactions on the housing rental platform.
Shanghai's housing management department will utilize the housing leasing platform to establish a data sharing and business collaboration mechanism with departments such as public security, market supervision, financial supervision, urban management and law enforcement, human resources, and social security, and provide relevant information services for street offices and towns governments to carry out daily supervision and management of housing leases.
Previously, some cities have established similar housing rental platforms. The Beijing Housing leasing regulations, which came into effect on September 1, show that the local authorities have established a sound housing rental management service platform and encouraged leasing parties to sign up through the platform, which also shares information with the public security bureau and other departments.
Hangzhou launched a housing leasing supervision service platform in September 2017, which mainly focuses on housing brokerage, matching the needs of leasing parties, listing properties for lease, and providing online contracting and online filing services.
The rents charged by housing rental enterprises are also included in the regulation. According to the document, when the "second landlord" housing leasing enterprises rent individual housing and sublet it to the public, they need to open a special account in a commercial bank for the supervision of housing leasing transactions and publicize it to society through the housing leasing platform.
